In 1478 starts a controversy between the Juries, on the one hand, and the Bishop and Chapter, on the other. While the former forbade to take wheat out of the island in times of scarcity to secure the supplying for the population, the clergymen tried to place the cereal, received through ground rents, tithes and other duties, on outer markets to their own advantage.
